Switzerland 1954 was unique. There were 16 teams, 4 groups of 4, but two of the teams in each group were 'seeded' and didn't play each other. Furthermore FIFA decided that a 'free draw' was to be used to determine opponents in the KO stages. Mexico 1970 was exactly the same format as 1962 and 1966. France 1998 was the first World Cup to have 32 teams and was essentially the same as 2002 and 2006 except for some minor changes to the progression from the group stages.
